He started his career in the private sector managing a business for sixteen years.  Russ has served with the State of Wisconsin for the past twenty two years with the Departments of Administration and Transportation\, and\, since 1998\, with the Department of Natural Resources.  He currently serves as the Deputy Administrator of the Water Division.
